Obituary for Gail Ann Carter (Smith )
Gail Ann Carter (née Smith) passed away peacefully on Saturday, December 5, 2020 at the age of 72. Born in Baltimore on December 24, 1947 she was the daughter of the late Orville A. Smith and the late Ann V. Smith (née Dunphy).
Gail worked at the Carroll County Board of Elections for 28 years serving as Election Director from 2007 until she retired in 2015. She enjoyed the thrill of past election seasons, but more importantly she valued the many friendships she developed with her peers and the people of Carroll County. She loved watching her kids and grandkids play sports over the years and she was a devoted Baltimore Orioles and Ravens fan.
Mom-Mom will be deeply missed by her children and grandchildren whom she loved dearly - daughter Tracey Carter and her sons Zach and Caleb of Hanover, PA, daughter Dawn Carter and son-in-law Dan Brodeur of Nottingham, NH and son and daughter-in-law Scott and Amanda Carter and their children Anabelle, Charlie and Olivia of Westminster, MD.
In addition to her parents, Gail was preceded in death by her brother Ronald Smith and his wife Rosemary.
